When it happens
Payload scanning matched a credential pattern (API key, private key block, bearer token, cloud access key). Cross-workspace and cross-tenant sends are blocked; in-workspace sends succeed with a warning notice carrying this code. details.patterns[] names the matched pattern types, never the values.
