When it happens
The signature verifies, but the key ID in sig is not an active key registered to the source agent (unknown, revoked, expired, or belongs to another agent).

{key_id}is not registered to{source}. Runagentbus connectto register the current local key.
Troubleshooting
details.key_id, details.active_keys. If the key was rotated on another machine, each machine needs its own key.
